Design-Build and the Perfect American Storm
Design-build was slow to catch on in the development market in the United States. For years the constant upward spiral in real estate values had enabled American developers to earn substantial profits without having to develop new and improved ways of accomplishing design and construction activities. The past four years, however, have seen dramatic changes in that marketplace as increased competition and new market challenges have begun to change the face of the industry. At the same time a series of technological and business practice changes have evolved which, combined with sophisticated design-build techniques, promise to revolutionize the design and construction marketplace. Suddenly design-build is being embraced at an ever accelerating rate. This presentation will focus on the changes underway within the American design and construction marketplace and the "Perfect Storm" of technology and business practice changes that are currently underway. The presentation will address the unique opportunities and challenges which face our industry today and the dramatic improvements made possible with modern and innovative design-build techniques. The opportunities are truly international in scope and worldwide in application as design- build demonstrates how to meld teamwork, technology and business innovation into new forms not previously seen.
Walker Lee Evey is President of the Design-Build Institute of America, a national non-profit organization dedicated to the promotion of integrated design and construction project delivery services. Lee possesses a personal commitment to design-build project delivery coupled with an extraordinary and varied background in both the public and private sectors. He has been an outspoken advocate of integrated project delivery, demonstrating the effectiveness of innovative partnering and teaming approaches.
Prior to joining DBIA in June 2004, Lee was senior vice president of 3D/International, Inc., a design, management, and construction company that employs 600 professionals in 18 offices nationwide. While at 3D/International, he took a leave of absence to serve as senior advisor to the Iraqi Ministry of Housing and Construction in their rebuilding efforts.
For five years before coming to 3D/International, Lee was the program manager for the 10-year, $4 billion Pentagon Renovation Program. He also successfully led the Phoenix Project, which rebuilt in only one year the Pentagon areas damaged by the 9/11 terrorist attack. Lee served as the principal advisor to the Secretary of Defense and the Deputy Secretary of Defense for all matters relating to the Pentagon Renovation Program. In that capacity, Lee championed the use of design-build delivery, achieving significant cost savings and rapid project completion.
Mr. Evey was the top civilian Air Force contracting official at the Pentagon prior to joining the Pentagon renovation effort, and also held a variety of key positions with NASA. He enlisted in the U.S. Army and in 1967 and served as an Infantry Platoon Leader and Company Commander in Vietnam, participating in numerous combat operations. Lee entered federal service in January 1974 as a member of the Air Force Copper Cap Training Program at Patrick Air Force Base.
Lee was recently honored with the Presidential Distinguished Executive Rank Award for "sustained extraordinary accomplishment in management of programs of the United States Government and for leadership exemplifying the highest standards of service to the public, reflecting credit on the career civil service." He is a member of the Senior Executive Association, the Air Force Association, and the National Contract Management Association.
Mr. Evey received a BA in Psychology and MA in Special Education from the University of South Florida, and a MS in Management Science from the Florida Institute of Technology.
